Tris nearly cries out with frustration when she loses her footing and trips to the 'deck'. It's embarrassing, but under the circumstances, it's also more than likely a lethal mistake. That bastard already hit her like a raging bull, and with her down on the ground...?
She tries to use it to her advantage, faking that she's about to roll off the roof into the water but turning it into a stab at the last moment.

Rahaal winces when she sees Thondrir miss, but she continues to call out encouragement, extolling Thondrir and Tris in particular to persevere. Then she cranes her neck at the approach of the cliffs. "Devan, Esaul has a good point. A few dolphins to help keep us afloat if we go unconscious in those falls might not be a bad idea!"
Thondrir steels his resolve and bellows out a mighty "ANGRADD!" The entirety of his waraxe flares a hot orange as it sheers through Ymial's scaly hide like a knife through butter. An eruption of ichor and shattered scales follows the path of his axe, and the enormous dwarf readies to come about with another wrathful strike.
Ymial has 30 damage
"What do I look like, the Undine at Ocean World Absalom? Fagh! Whatever...dolphins it is," Devan grumbles pointing into the water and making a couple arcane gestures. He calls out in the celestial tongue and some glowing blue portals open just under the surface of the water. Three celestial dolphins appear swimming gracefully along side the crumbling building. They then stick their heads out of the water and seeing the predicament the Samaritans have themselves in, laugh uproariously. Unable to do anything else useful, Devan reloads his crossbow. Dolphins....Why did it have to be dolphins?

Ymial struggles under the devastating slash from the super-charged dwarven waraxe and the punctuation mark from the deadly arrow. He now reaches deep to summon his mother's heritage causing his cold iron longsword to glow with unholy energy. He backslashes with his longsword at he dwarf and follows it with another heavy shield bash. But the unholy longsword and shield bash fail to crack the dwarf's heavy armor. Ymial finally looks concerned when his floor drops out from under him.

Tris and Ymial are the first to go over the new waterfall plunging 40 feet into the lowest plateau of the town. Then, everyone goes over the falls. The buildings break apart into debris.

On the final plateau of the city, you have a chance to find firmer footing once again, as the currents flow westerly toward the ridge leading to the lake. While the water flowing on this tier is not enough to move buildings, there is waist high water flowing quickly that is circling the southern wall of Fairhaven and then flowing off the path near the city's gates.
You all begin prone. DC 10 Swim or Acrobatics check to stand. If you don't stand, you are swept along with the current due south.

"AAAAAAAAAAAAAAAaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaagh!" Devan screams as he goes over the edge.

He face plants into a piece of stony debris, and is immediately left unconscious. Devan's face is badly bruised purple and blood slowly oozes from several small lacerations.
His dolphins however know what to do. They see an evil creature, and attack!

You didn't put them on the map, but they will move 80' towards Ymial and slam him, charging if possible.

As they float rapidly toward the lip of the waterfall, Rahaal continues her oration, "Well done Throndrir! Look, even as we approach this waterfall, we make progress yet. Now let us--Gaauunnh!!"
--and suddenly her exhortation is cut short when the building crumbles and a shattered rafter smashes her in the side of the face, knocking her unconscious instantly. Her limp body floats along with the current toward the gap between Esaul and Throndrir.

As the worst comes to worst, Esaul realizes they are still alive, and not that much hurt, so he stands up with his wet bow, and sees Rahaal's body floating beside him! Maybe it wasn't too late to save her, so he tries it, healing the woman for 10 hit points (plus healing the non-lethal).

Fortunately Light is feeling like a feline, and manages to avoid most of the fall by simply being smaller than the others, so not hitting the bottom with much force. Although the wolf cannot stand since he is smaller than the others, he swims to get somewhere where the water won't carry him.

Then looking around she sees Devan floating as well. "Devan!" she cries out. "Are you OK?"
With effort she manages to get her footing and walks over to him, grabbing him so he doesn't drift on and zapping him with the wand's infernal healing energies.

Fortunately, Tris's years on the river serve her well. She finds her footing and stares around desperately for the others. She digs in her pack until her hand closes around the bottle of a potion.
Retrieving potion of cure light wounds; she wants to try and administer it to the most wounded party member (I'm guessing Devan), but if that means waiting a round to see who that is, she will.

Another gout of ichor rushes forward as he frees his waraxe, mingling with the rush of water to dilute into an inky could beneath the water's surface.

The look on the monstrous visage of the half-dragon, half-fiend is of shock as the dwarven waraxe slashes him into unconsciousness. His armored body tumbles away in the current toward the front gate of Fairhaven.
We're done except for the conclusion, which I'll post later as a recap of the battle and what happens to Fairhaven.

Devan Steed |

About thirty seconds later, Devan shudders awake as his wounds slowly heal. "AH!" he cries, sitting bolt upright and sputtering. "Ah," he continues, sounding less panicked. "I'm alive."
The Samaritan's leader climbs painfully to his feet, and looks around at the destruction. "Did we win?"

Rahaal |

Rahall is glad to see the founding Samaritan still alive, but hesitates before answering his question.
With her head lowered she says, "Well, Ymial has breathed his last...but did we win? I don't know. Look at this poor wreck of a town. Fairhaven was a tender seedling of civilization, growing on the side of a cliff...and choking under a dragon's paw. Now the dragon has been vanquished...but in the process, what's left?"
She begins to survey their surroundings, looking for signs of survivors. "Much of the town is likely dead, and those that survived have had their homes destroyed. Does Fairhaven have a future? I'm not so sure..."
After a long silence she speaks again, "But there's one thing for sure, you Samaritans gave this everything you had. Ymial would be here crowing over this rubble and slaughtering any survivors if it wasn't for you."
Chuckling and shaking her head, she gestures to the waist deep water and says "When I promised you all a drink in Fairhaven, this wasn't what I had in mind." Shrugging, she continues, "I guess it's time for us to help what survivors we can, and delay that drink just a little longer."

Tris |

Tris gives a crooked grin to Devan as he comes back conscious again, and then flops exhaustedly onto her back in the waist deep water, staring around at the destruction.
"Grampa Thondrir, I take back every joke I ever made about your old back or bad knees. You proved your worth, old-timer," she says with respect.
"As for winnin' or losin'... I dunno, but we all lived. Got to see how bad the damage is to the town, I s'pose, but... livin' is a big part of a win in my book."
Tris stands back upright again, and starts snagging loose planks of timber and debris to lashing together a crude raft. "Time to look for any who found high ground. Or any dogs left of that bastard's army."

Devan Steed |

"I've never been more ready to get back to Korvosa. I could really use a drink or ten in a bar where I don't have to worry about some monster attacking me."

Esaul |

"Light! Where in the seven rivers are you?" A howl from it a moment later shows up that he is all right and on higher ground. "Yeah, well," - he also looks around, to what's left of it - "since the dragon now is dead, maybe the town will regrown and flourish again, but this time without being taxed by it. Well done, Samaritans. Congratulations for surviving this."
He walks over to the corpse of the half-dragon, checking if it's really dead, and what powerful belongings does it have. "We should go after the riches of the deceased dragon, you know... Just in case..."

Jubal Breakbottle |

Your involvement within the city results in 125 townsfolk escaping.
Since you successfully accompanied the miners into Fairhaven, they armed themselves with weapons from fallen troops, friends, and foe alike, and quickly form an organized counter-assault. When the dam collapsed, they maneuvered to clear one of the paths leading upward into the mountains saving another 300 townsfolk.
Although Regina did not survive the assault, she was instrumental in organizing Fairhaven's defense against Ymial's troops. Since the Samaritans supported her leadership, the new found faith of the townsfolk helped them to follow her lead when the assualt began. Another 425 townsfolk were saved due to Regina's leadership and sacrifice.
Confronting Ymial, distracting him from the slaughter of innocent townsfolk, and keeping him from actively giving orders to his troops saved an additional 125.
The survivors of Fairhaven soon collect themselves around the lake at the mountain's base, where the debris of the once majestic town is now sinking into the deep. Since Ymial was defeated and half the population survived, they decide to rebuild the town. For the first time in centuries, the town will be free of Goramial's oppressive demands.
After the water begins to settle and what remains of Fairhaven becomes accessible, the Samaritans are invited to the Guildhall to receive their rewards. Urick gives you each 1,200 gold pieces worth of gems and coins. He also invites you to be honorary members of the Stoneshaper's Guild, a powerful group of artisans that he indicates may do more than simply cut rock out of the earth. Finally, he names you Heroes of Fairhaven awarding you permanent residences in the new town they aim to build. For killing Ymial, Urick gives Thondrir his +1 Frost Dwarven waraxe, named Bonebiter.
As much as Urick would like to mount an expedition to reclaim Goramial's horde, he says that the remnants of Ymial's army are sure to have dispersed in the Peak's Path Wood. Leaving Fairhaven's townsfolk undefended would be irresponsible. If they are to rebuild, they must take advantage of Ymial's failure to maintain control of his army and erect new walls in Fairhaven now.
If Miranda/Lomiria remains in the town, there is no sign of her. As much as Urick loathes to think a succubus is hiding amongst the survivors, he'll look around and state that Fairhaven isn't the beautiful wonder it used to be. Hopefully, that means she has moved on to greener pastures.
Thanks to the Samaritans the majority of the townsfolk have survived. Even amidst the tragedy of those who have fallen, Urick sees the broken town as a blank slate. Such a thing has never been looked down upon in Fairhaven before.
