Just use the spell points system from Unearthed Arcana and reflavor. It already has just about everything thought out and "balanced" and even has a vitalizing option.
In it spells always manifest at the lowest level you could cast them at, then you have to spend additional points to increase the caster level for the effects. Thus, it is quite simple to blend in any other aspects you want.

You only have two toes Tybs? That's a bummer.
This isn't my first major surgery, as I had more or less total reconstructive surgery done on my ankle in 2005.

Whee! Finally have my spell list completely worked out. Some very interesting things I found too. Music of the Spheres is very cool, I can't wait try it, oh and firestorm, I might just try that when the prisoners are free. I totally didn't realize just how awesome some high level spells can get.
I almost got delay pain, cause I want to know what these creatures we are fighting feel about having their pain removed from them. Might just make them angry, but the look on their faces would be priceless.

Thankfully I still have all ten. :P
I had surgery on the two big ones to keep them from being ingrown.
I couldn't wear closed shoes or flipflops and sandals weren't on sale cause it was fall, so I took a pair of flipflops and ripped the rubber part out and wrapped them in duct tape and made shoes out of them.
And don't mind being called Tybs. ;)

I was totally gonna link to the spell points, but noooo, I'm stuck in a hospital cuz I broke my toe so bad at work today, it needed surgery to be fixed.
Thankfully, I have my laptop due to a dear friend, and I'm only here(hopefully) overnight.

I am aware how stupid and broken this use of polymorph any object is, I'm just pointing out how poorly worded it is. I don't try and use spells to a greater degree of power then intended. (save wish, so it can backfire for plot in other campains)

Error one, 1 cubic foot contains 1728 cubic inches, thus you must take the cubic inches and divide by 1728.
Error two, 10 feet per side, so 100 square feet per CL.( the spell even says a tenth level wizard makes 1000 square feet)
Error three, 144 square inches in a square foot.
So
10*10*16=1600 Square feet
1600*144=230400 converted to inches 144 square inches per square foot, still only 2D
230400*16=3686400 added thickness for 3D
3686400/1728=2133.3333 converted to cubic feet
double check,
minus 12 inches from thickness for cubic feet to equal square feet for 1600 cubic feet.
the remaining 4 inches is one third of a foot, so for each square foot add one third of a cubic foot and you get 2133 and a third.
However, ice has a greater volume then water. I don't remember the ratio right now but that means when melted it will be fewer cubic feet of water.
Edit: Found it. Water has a density of 1.0 and ice has a density of .92. Thus take the ice volume and decrease by about 8% for a water volume of about 1962 cubic feet, though this is an approximate cause I am not going through fractions for this this.
