Except kidnapping the little girl, nothing most illegal. It's legal to do drugs in the city -- it's not a problem. The only evidence, besides kidnapping, is that you find out that he's trying to create Chimaera.
He's been using humans in his later experiments.

I should do a list of laws on the wiki (I was in the process of doing that).
