You mentioned In Wrath's Shadow in my game discussion thread. Are you still considering that?
I am, but I am not sure that I will have enough people at the right level, so I'm not sure to be honest. I'd also considered Severing Ties, but am open to requests that I can get most people into.

To be honest, I don't really care too much what I run. I'm trying to focus on what scenarios the most amount of people can play (that they haven't already) and which translate well to a PbP. A few simply do not, such as the Blakros Matrimony. Severing Ties, In Wrath's Shadow, and some of the newer scenarios tend to be very brutal, so I wouldn't want to "play up" with them.
Any interest in Citadel of Flame or The Pallid Plague?
The Pallid Plague was interesting and has a pretty good character sheet. I haven't played Citadel of Flame, but it was one I wanted to.
Next to Voice in the Void, The God's Market Gamble is a favorite.
There is also The Veteran's Vault, though I have heard both good and bad on it.

I could also do The Penumbra Accords, which is sort of a follow up to Voice in the Void, which I just ran, though not directly related. It was pretty good, too.

The Quest for Perfection series is an option, but because it's a 3 parter that does require all 3 parts t get the special Boon at the end of the last one, I would really want to run all three with the same players, (and possibly character's too, I'll have to check). Additionally, if anyone has a character that has completed First Steps, it would be a good idea to use that character in this for something coming in the future.

...I have a gnome transmuter wizard, half-elf bonded witch, gnome cleric of Pharasma, or I could throw together a custom character.
At first I thought you were describing a single character. A gnome half-elf transmuter wizard bonded witch cleric of Pharasma.
Anyway, I put together a rogue on a pretty basic premise. Using "catch off-guard" to use arrows as daggers, I can provide magic enhancement to my melee weapons at a discount. And my targets are considered flat-footed, making sneak attack easy and my hits sure to land. But this seems obvious, so I assume it's been done a dozen times before. I'm looking for other fun tricks to make him truly unique... Any critiques are appreciated.

D-Kal, I think the build has potential, but he probably won't really be effective until level 2 (assuming he uses a Rogue Talent for Weapon Finesse). With a 10 strength and no Base Attack Bonus, you'd have a +0 to hit without it, which would be less than 50% chance against a nekkid enemy (most have at least +1 dex bonus). Also, how often do unarmed enemies really show up? Catch Off-guard only lets you treat unarmed foes as flat-footed.
You might want to switch the order in which you take Catch Off-guard. Maybe get Weapon Finesse at 1st level, then use a Rogue Talent to take a combat trick at 2nd to get Catch Off-guard.
One other thing. Starting with a 20 in a stat can be nice, but only if you really bank on that stat. Rogues usually need more than dexterity (especially in PFS). I'd suggest dropping dexterity to 19, then boosting charisma and intelligence a little. At 4th level you'd get a stat bonus and be back to 20 in dex anyway.
An example of stats with a 19 dex:
Str 10 Dex 19 Con 12 Int 13 Wis 10 Cha 12
Note: a 13 intelligence opens up combat expertise and a few other feats that might work well with Catch Off-guard, like Improved Disarm ;)
Another option: you could do much of the same thing with a Ninja (and use shuriken as improvised melee weapons, get a Ki pool, blah blah blah etc.)

Yep, Grundle's aching to use the spiked chain wrapped around his body on someone. I thought he was going to be able to last time, but it didn't pan out that way :). He's a two weapon fighter, flails, and a spiked chain fighter for special people. Thinks he's tougher than most anyone, but comically gets put down in one shot quite often (thanks Beckett!)

Good points. I considered ninja, but I didn't want to have to pump CHA. For that matter, why does a rogue need CHA, most notably with my skill layout?
I'd considered switching to 19 DEX and pushing STR to 12 and INT to 11. Though improved disarm would be nice for this.
Using the trait and size bonus, I'd have +2 to that attack, as mentioned in the Offense spoiler. I'd lose that trait bonus on the Ninja shuriken action though.
I'd planned on Finesse Rogue, making first level a bit hard admittedly. But I only get one combat trick, and some crossbow action and +2 melee should carry me.
I'm not really in love with the build though. Still mulling it over.
