Finnabar reaches the bank of the river and without dismounting, takes out a rope and grappling hook from his saddlebag. Using his position atop his horse, he throws it to Jack and Bein so that they can hook it to the ponies' harness or draw bar.

Jack and Bein make it to the horses, whilst Xerafine closes her eyes and begins to sing a soft prayer. Just as the two reach the horses, Finnabar's grappling hook sails through the air towards them.
Ok,...
You will need to unharness the horses and lead them out of the river. They are too panicked to pull the cart out, and if just released might well cause themselves an injury.
To catch the grapple I'll need a dex check DC 9 from either or both of Jack and Bein. (Free action to catch)
It is now round 2.
Bein and Jack will need new swim checks.
Once the horses are free you can try to push/pull the cart with str checks. Can aid another for these.

Buffeted by the swirling water, Bein works at the harness whilst Jack quickly attaches the grapple to the cart, before moving to help unhitch the somewhat calmer horse. Just as you pull the last strap freed the harness, a small tree branch swirls in and strikes the side of the wagon hard. The whole structure lurches and groans but maintains its integrity.
Round 3 unless Finn or Xerafine are taking actions?

Bein works to unhitch the second pony as water washes over him again, the water slamming into the cart made him grimace. Not good... "Jack can you lead them to shore, I can unhitch andcalm them down some..." He reaches the next pony and grabs its harness firmly, radiating a confidence that seemed to sway the poor pony to listen to his commands.

Jack and Bein both manage to keep their feet in the rushing water as Bein soothes the second horse as he unhitches it. Though still both nervous, they seem controlled enough to lead.

Jack has 1 horse on the riverbank, you have the other at the cart. You'll need to lead it to the edge before moving the cart,.... unless you just want to let it go?
Jack: A young gnome woman with bright pink hair runs up to you as you emerge from the river and takes the horses' lead rope gratefully. "Thank you Jack" she says breathlessly, "I thought Trixy here was going to be washed away!.. The keep? You mean Stagwatch? Yes, we came through there. We're exploring the area - it was my idiot husband Jubilost there who's idea it was - we've seen a great deal but, please, the wagon has all our maps in it! Do you think you can save it?"

Even with your combined strength, and with Finnabar lending a superhuman effort, the wagon refuses to budge from its position in the river, seemingly wedged against something underwater. The current swirls around it, threatening at any moment to tip it or pull it away, but the rope remains securely attached.
Upstream from the wagon, wedged between two willows, you notice a dam of tree debris which seems on the verge of breaking loose!

With your combined effort the cart finally moves, its wheel at first catching on whatever it is under the water that impeded it before, but then lurching suddenly forward. As it does so, the dam upriver breaks, accompanied by the crack of splitting wood as one of the mighty trees splashes into the swollen stream. The detritus of the dam swirls downriver towards the wagon, almost catching on its edge before you pull it half-way to the riverbank, out of the way of the spinning branches...
One more strength check (DC now 20) should get it all the way...

Sorry Jack. I thought, since the wagon came lose anyway, the action was now unnecessary.
Despite your straining, the wagon steadfastly refuses to give way. As you pull Jack wades back into the river and makes it half-way across before the rushing water takes the wagon, and it slides several feet downstream, its wheels almost giving way as it slams into a submerged rock. Somehow the wagon remains intact, but the rushing water threatens to pull it apart any second.
Strength checks please, and a Swim from Jack.
