Well security is all about fights, scraps, rescues, and danger. Reducing the number of guards, recruiting removing dissidents within the rebellion, rescuing missing teams, fighting off sickness, protecting civilians, and much more. Additionally, it is a security check that allows you to Earn Gold. (Despite the fact that the Skritt Squad are sneaks, they are unique in that they have the Earn Gold and Gather Information abilities).
Secrecy is a little bit different. It's more about lying low, stashing items, sabotage,and gaining intel. Your members are less likely to get captured, and your notoriety is less likely to increase. You will know about all sorts of rumors, locations, and people, and be able to sabotage areas that are crucial to Barzillai.
I would say neither are better than the other, it's just a matter of not being able to do everything at once.

Excellent question! At first, notoriety has a deceptively small impact to the game. However, as time goes on, your actions dictate your notoriety. Having a nasty run-in with the guards, offending someone of influence, getting put in the slammer, letting a traitor exist in your rebellion, and more can result in notoriety.
The higher the notoriety, the more likely bad things will happen. People are going to recognize you on the street, figure out where you frequent, the guards will get better at patrolling, and all sorts of nasty events can happen. They'll start figuring out your allies and target them, or even plan an invasion into your base.
There are several ways to reduce notoriety: Such as taking the 'lay low' action, or making sure you remain sneaky or well disguised. Making a strategy before you embark on a significant mission will also help. Additionally, allies like Rexus can aid in reducing notoriety. This is characterized by Rexus' interest in secret societies, and he advises certain practices to help you stay subtle.

I would like to talk about our 5th player.
I refer to him as Furnok from my RotR game. He's a very reliable player who doesn't miss a day. I don't think I've ever botted him. I really appreciate his deadpan humor and the simplistic, but meaningful conversations that he makes. Granted, descriptive language is not something that Furnok has exhibited, but if we want a reliable player I would recommend Furnok.
The character he has proposed to me is different from what you guys have suggested to me. He would like to play a CN Human Urban Ranger who worships Calistria. This character is a Freedom Fighter sent by the nation of Andoran to combat the oppression Cheliax imposes on it's civilians. His role is primarily upfront melee combatant who is quite hardy. His skills are a balanced mix of subtlety, athletics, and a little knowledge. I expect him to aid Jules in finding and disabling traps, but to stand on the frontline in combat along with Tarnagius (and Pylos as a skirmisher). He will struggle with charisma (which is a big stat in this campaign), and with knowledge checks.
If this character is accepted, I will give you guys an NPC healer. This character won't be following you around, but you'll get a certain amount of healing per day if to keep you going without having to splurge at the various temples multiple times per day. This NPC will not be able to save you in the middle of combat, but can help you recover afterwards.
I would really like you input here if you could. Please be honest about your feelings, as I want to make sure that you guys are happy with the game that we play. This is your game just as much as mine =) If this character or player doesn't fit the bill, I will gladly honor it.

I've had no problems with him in the Runelords game, and the character concept sounds interesting. Look forward to seeing how he interacts with the rest of us.

I like his character concept. I think he will be a welcome addition to our group.
Does he have his character profile up already? I would like to take a look at it if he does.
Also I might add some things about Kethaera: she has a couple of patrons among the nobles especially those from a house that patronizes the arts (can't remember that house off the top of my head) and she has modeled for various paintings and sculptures so she could use the art community as a potential contact. If the gm doesn't like these I'll leave them out. As I feel I might have too many contacts which might op our group especially given the fact we are just starting.

We're missing some of the more gritty and unpleasant side of the revolution game anyway. I think that character sounds perfect.
Also, I hope it doesn't bug anyone too much that I've decided Tarnagius is quite racist, at least in a "we just don't want y'all movin here" kind of way. The characters as I've seen thus far are fairly lighthearted so I'll cut the internal dialogue if you guys think it's too dissonant.

Tarnagius don't worry about being racist a bit since your character was exposed to that sort of behavior and it's rubbed off onto him. And besides like the gm said we can always put him in his place if need be.
