Sambar's spell misses the gillwoman. Just as Muteki is about to strike she leaps into the water below the bar and disappears.
You restrain the other downed gillmen, and heal them back to consciousness. You also recvers a sealed envelope from one of them and open it, revealing a letter. It reads:
"To my superiors in the Consortium: Our plan has come to fruition! As you know, last month I approached the Decemvirate offering a trade. I explained that an underwater search off the coast of the Isle of Erran had unearthed a valuable relic the Society would likely want, but that my people wanted a piece from the Grand Lodge’s vault in exchange. Now that the plan is complete, we have one of the Ten's prized relics at little cost to ourselves!
I began spreading rumors of the Consortium’s desire to obtain the same gillman relic. I also employed an unarmed vessel to masquerade as a warship monitoring Absalom’s harbor, threatening to intercept any Pathfinder vessel sent to Escadar, and I took pains to make sure the Society heard that the Aspis Consortium would soon make a bid for the artifact themselves.
Thus pressured, the fools repsonded, and we have won!

You turn Ulionestra's accomplices over to the gillman embassy in Escadar. The ambassador is shocked to learn of the events and genuinely had no idea of the actions of his countrymen. The ambassador accepts Lady Morilla's letter and smirks to himself, shaking his head, after reading it. He doesn't share the contents with you.
You return by ship to the Grand Lodge where Drandle Dreng thanks you for your efforts and praises your success and resourcefulness. He apologizes for sending you on a fool's errand and add his warning that as Pathfinders, you must always be on your guard against the devious planning of the Aspis Consortium. They are the greatest threat to the Pathfinder Society in Golarion.
