I'll get to that list of questions on lunch. The one I will answer now is that psionics = a-ok,just please use Dreamscarred Press's PF version unless there's a specific 3.5 psionics class you want, like Ardent or Divine Mind.

Sounds fine Limey, as long as he's willing to play along with the party evil is fine (and Vhaeraun is probably the best evil drow god for that). Would he be going into AT or EK or similar?
Any of those should be good Hamster, though I can't promise a huge amount of vampires in a planar campaign, a fiendslayer might be a more common-target concept.
He's likely to be N rather than E, necessarily. AT would suit the character concept (dealer in gemstones of uncertain origin) more than EK.

1) If I'm a half-elf, can I get elf-only feats? Specifically, I'm asking about the elf dilittante feat, from 3.5...
- 1a) pushing this rabbit hole further, or whatever mixed-metaphor you wanna use: what about "half-elven" (or something) changelings (either/both PF and/or 3.5), kalashtar, or other similar entities of partially-elven heritage? Elan? What if I'm a doppelganger that really thinks it's adrowan elf?
Half elves can take elf feats, yes. Human ones too.
As for the potential of other elf crossbreeds, I'm okay with it fro, a world perspective, but we'll need to,work out the mechanics. Tnay we can do in pms or private discord chat.2) Is custom magic item creation allowed? My goals: several single-or-limited-use magic items that cast spells, using non-standard slots.
I am cool with crafting, yes.
3) Can I make magic items for less cost by making drawbacks? If yes, how much less? Check the cost is reduced by section for what I mean. Full disclosure: I'm planning to make it really flippin' cold (-10 degrees all over the place) and probably dark (I haven't figured out how to do that, yet, but it's a work in progress), and probably a loooooooooooot of items with exceedingly specific limitations (requiring UMD to use without them), but not stuff like, "bathe in lava" or conintual cost-eaters (holy water). Permanent color change is a "yes," as is rapid hair-growth, permanent shrinkage and/or enlargement, warmer temps (if I must, anyway), weird glowing marks, and possibly stunned upon use 1/day, or something, depending on what the item does and who it's for. I mention these not to brag, but for the purpose of communication with the GM in advance in announcing my plans. Chaotic, sometimes quite silly, but (hopefully) kinda cool in their whimsical chaos, and really helpful, and extremely inexpensive items. If I can wing it, I'm hoping to make those items very, very rapidly.
This I'll need to raincheck on at the moment, until I,can read up on it a bit. For now I'll give a tentative yes, with the caveat that such quickly produced items may have unexpected side effects or results, at gm discretion. Cool?
4) Regardless of that, can I take feats like magical artisan and/or legendary artisan?
5) Do spark of creation, hedge mage, and/or eldritch smith apply, and does the last apply even to magical items?
Magical Artisan is fine. Legendary does nothing in PF as XP costs for crafting were removed.
Traits are also fine, but note you can only take one, as the bonus is a trait bonus and thus would not stack between multiple traits. Eldritch Smith would apply only for magic items made of metal, but otherwise yes.
6) On the topic of making magic (literally), would you prefer an artificer (3.5-or-some-PF-variant), or something more like a factotum? My end-goal is, of course, the chameleon class (though it's probably the single best-written and most cleverly designed and well-thought-out classes Paizo has ever done, I'm just not comfortable with the medium), but I'm okay if that's not allowed.7) Psionics? Yes? No? Yes? ... yes?
Either of those classes ahould be fine. Psionics is okay, as stated, just use DSP's updates.
8) Can I burn a level to gain a template, pending approval? That will leave me one level lower than everyone else, but I should be okay with it, if you are. Depends on the template, and GM's over-all opinion (level-adjustment may not exist in PF, but adjusting levels does exist as a designer recommendation, ala "play noble drow starting one level lower than other PCs" from the excellent Jason Bulman).
I am fine with this in principle, yes. we'll need to discuss the details.
Glibness trinket: price looks right, though I don't have my books on hand to 100% confirm.
High-level shenanigans: whooooooo that us some industrial strength cheese there. ;) That said I'm mostly okay with it, in theory. We'll burn that bridge when/if we get to levels where it's possible.
Spells/powers: should be fine. I'll let you know if there's any specific issues.

No worries! I'm pretty easygoing with regards to activity, as long as you can post three or four times a week that's fine by me. I'm not persistent enough to demand daily posting and myself will occasionally be inactive for a day or two a week (most likely Sundays and Wednesdays in my case).

The server update and the associated relevels and rebuilds that have taken up the past several days are now mostly done, and round-the-clock DM and admin presence is no longer a necessity.
