Designing a custom magic item

Advice

Howdy again =D

I posted a thread a few weeks ago asking about prestige classes, and whether or not I, as a noob player, should look at taking them. Well, I have another question - well, rather, I'm looking for advice as to how I should go about this.

In the campaign I'm playing, I am playing as a CG support bard who is currently level 3 (a cleric handles the bulk of the healing) using a character I have used previously as an OC on DeviantArt. This OC had an artifact that, when he was wounded, would heal him over time, while affecting his eyesight during the healing process. Most major wounds that weren't instantly fatal could be healed, however this came with a few drawbacks:

- The greater the wound healed, the longer and more profound his loss of eyesight would be - minor scrapes would make his vision go blurry for a few seconds, lost limbs would render him completely blind for several minutes
- The artifact regenerates charge very slowly, taking about a week to fully recharge - lost limbs and other severe damage would drain it's power almost completely
- Wounds that are instantly fatal can still kill him
- He must have the artifact on his person in order for it to work

Anyways, the reason why I mentioned this, is because I told our DM about my character's artifact, and he seems kind of interested in having my character gain it in our campaign. He asked me how I would want the artifact to work (within reason of course), so I in turn thought I would put the question to all of you, and see which of the following suggestions would be a good balance of pros and cons:

- Once per round, when wearer's health is below 0, but wearer is currently stabilized and not dying, artifact has a chance (most likely determined by rolling percentile die) of casting Cure Light Wounds on the wearer
- Once a day, when wearer's health is taken below 0, artifact automatically casts Cure Light Wounds on the user, and renders them blind for a number of rounds (could be determined a number of ways, i.e. rolling a d4)
- Once per round, when wearer takes any damage, artifact has a very small chance (most likely determined by rolling percentile die) of casting Cure Light Wounds on the wearer

As the wearer gains levels, the spell could be upgraded to higher tiers of Cure spell (but not Mass Cure spells).

Which of those suggestions do you think would be the most balanced? Or do you have any other suggestions?

There's an item with similar effects that you can look at first. Ring of Regeneration, it doesn't have the blindness on it but that could easily be added as a drawback.
