What if a player casts frostbite and then chill touch. And then they touch someone. Do both spells take effect?

Core rulebook, Magic chapter, under Duration heading, and the Touch Spells and Holding the Charge subheading. It clearly states casting another spell ends your previously cast touch spell. It is therefore impossible to double upunder most circumstances.
