Flurry would still be a solid choice at low level, but the lack of scaling would make it suboptimal at higher levels.
You do have to consider that the ability that flurry is replacing isn't a strong ability either. And you could easily argue that scaling flurry is too powerful of an ability to trade out with the much weaker sacred weapon bonus.

For all of the bloody panic, there has not been a SINGLE indication that PFS is going to go on a wholesale ban of pre-Unchained versions of the UnChained! classes.
If they did, it would cause rather serious problems for the Core Campaign, as you'd be talking about removing 3 CRB classes right there.

To be fair, there hasn't been a single indication of PFS doing anything with Unchained to my knowledge.
As Core Campaign already has a different set of what is and isn't legal, that's not a reason why PFS couldn't decide "all Monks must be Unchained Monks, except in Core Campaign".
Now, I don't see that as particularly likely, but those explanations aren't very good honestly.

Have to agree with Lazar, PFS banning three CRB classes and making Unchained required to play them again seems like way too much of a dick move, even for the PFS leadership. Given PFS's rules about how you have to own the books, that policy would basically be PFS GMs ripping a couple dozen pages out of players' books, then saying they could have them back for $50.

Assuming they don't put them in the PRD for free of course, if they wanted to use the newer "more balanced" unchained version, I can only imagine that would be an option.
