Produce Flame has a range of 0 feet. In order to get a free touch the spell has to have a range of touch.
Many spells have a range of touch. To use these spells, you cast the spell and then touch the subject. In the same round that you cast the spell, you may also touch (or attempt to touch) as a free action.

...so first off, if you look at the top of that page you'll see that it says "This is an unofficial list of frequently asked rule questions about the Pathfinder Roleplaying Game." The response they cite is from James Jacobs, the Creative Director, who has made it very clear he is not a rules guy.
As I've said, the rules are clear. No free attack because it does not have a range of touch.

No, it is not a touch spell. It creates an effect in your palm that can be used to make touch attacks later or hurled (per the spell description itself).
Imagine if there were a similar spell that creates a dagger of flame that appears in your hand that you could use to make a melee attack that ignored armor and could be hurled with the thrown weapon rules. It's like that.

Not being a touch spell has its benefits too. You cast cast other spells while holding onto your Produce Flame "charges". A normal touch spell is dissipated if you cast another spell. Also, you can touch things normally while holding a Produce Flame. It cannot be accidentally discharged.
And really, the duration on PF is fairly long, until you start combat. So you should be able to cast it before combat starts a lot of the time.
