All they need is a single non-genie to work with them (a slave or perhaps paid in the occasional wish) and the magical resources they can bring to bear is staggering.
There's an entire AP about this, and I referred to it. It's considered quite the crime among genie-kind and is not common.
Why is it important to kill both of the genies after the second wish?
