Its a no, the limitation on potions coming from the wizard/sorc or cleric/druid lists is because some spells are lower on the summoner/paladin/ranger/magus spell lists if it is higher than 3rd level on the primary spell caster list it cannot be a potion, only if it doesnt exist on a primary casters list can you use the half caster list for pricing and availability.

That's hilarious. I had been meaning to post this exact question recently since I started playing my goblin.
Honestly I think it should be legal because it's not trying to take advantage of the system, i.e. you're not shopping around for the cheapest version of the spell via spell lists.
This potion would cost 1,050 gp for a single use item with a 10 minute duration. That's usually only one, possibly 2 encounters.

All potions, scrolls, wands, and other consumables are made by clerics, druids, or wizards in Pathfinder Society Organized Play. The only exceptions are spells that are not on the cleric, druid, or wizard spell list. For example, a scroll of lesser restoration m ust be purchased as a 2nd-level scroll off the cleric spell list and may not be purchased as a 1st-level scroll off the paladin spell list. If a spell appears at different levels on two different lists, use the lower level spell to determine cost. As an example, poison would be priced as a 3rd-level druid spell instead of a 4th-level cleric spell. All potions, scrolls, and wands are available only at the minimum caster level unless found at a higher caster level on a Chronicle sheet.
Reading this strictly, since the Ranger is the ONLY class that can produce a potion of strong jaw, I don't see why it wouldn't be legal.

Without being dead set on my opinion, this is how i'm reading it.

Strong Jaw is on the druid spell list.
It therefore must be made by druids.
Druids can't make it, so its not a legal potion.
I would be happy to be wrong.

I disagree. This is going to be open for a wide range of interpretation. Do I think it should be allowed? Yes, but from my reading of the posted rule, I would say no. The rule specifically refers to spells that do not exist on cleric/druid/wizard list and doesn't refer to potions at all except to say that they must be created at minimum level. Just because the spell does not qualify as a potion from the druid list, just not change the fact that it still exists there. Therefore, the druid list is the place you would look, not the ranger list, to craft it as a potion. Since it is 4th level, it would not qualify.
