I keep seeing this term everywhere in many posts, yet cannot find anyone who actually explains what it is. Everyone talks about it like it's some game-breaking barbarian tweak. How does it work and what is it?

There are many ways to ignore or be immune to fatigue (or be 17th level barb)
At that point there is no down side to turning off your rage, then right back on. this lets you use once per rage powers every round.
Game breaking? not so much, nice to see melee get nice things

There are a lot of rage powers that can only be activated "once per rage".
At level 17 the Barbarian gets the class feature 'Tireless Rage' which removes the penalty ('fatigued' condition) after raging, so the Barbarian can leave and enter rage repeatedly to use the "once per rage" rage powers over and over.

I see. Indeed, I think it's nice to see melee classes get nice things, especially at higher levels.

As I see it, you'd have to take 5 levels of Oracle for that to work.

No, your curse is your oracle level + 1/2 other levels.
so 1 oracle + 8 Barb = 5th level curse.
