Tanglefoot Bomb (Su)
Benefit: A creature that takes a direct hit from a tanglefoot bomb must save against the bomb’s DC or be entangled and glued to the floor as if it had failed its save against a tanglefoot bag. Creatures in the splash area that fail their saves are entangled but not glued to the floor; those who make this save are not entangled at all.

I believe it's no damage. Looking at a similar discovery: Confusion Bomb states it deals damage as well as confusion.

Unless it says they don't do damage (like dispelling bombs), they do the damage in addition to the effect. Closest would be the smoke bomb lines which has been FAQ'd.
Alchemist: Does an inferno bomb, poison bomb, smoke bomb, or stink bomb cause bomb damage in addition to the special effect listed for those discoveries?
Yes. For example, a smoke bomb deals bomb damage and creates an area of smoke.—Sean K Reynolds, 03/15/11

Sorry for the necro, but looking at the Briar Bombs:
At 2nd level, a bramble brewer gains the tanglefoot bomb discovery, but the entanglement's duration persists for a number of rounds equal to the bramble brewer's Intelligence modifier (minimum 1 round). Additionally, when a bramble brewer throws a tanglefoot bomb, it transforms all squares in its splash radius into difficult terrain that persists for as long as the bomb's entangling effect. Although these bombs deal no damage, for every 1d6 points of damage the bramble brewer's regular bombs deal, the briar bomb's splash radius increases by 5 feet.
It means that normally a tanglefoot bomb do damage, but when lobbed by a Bramble Brewer it never do (although it has increased radius and whatnot)? He at least can choose betwen damage or area CC?

My take on this is since in the FAQ they have stated that certain bombs that don't specifically state they do damage, do in fact deal the same damage that a standard bomb deals, you should look at why these do and see if that applies to the bomb in question. The list in the FAQ gives bombs all with similar descriptions; A x bomb has x effect on detonation. A grease bomb also has this same wording but the Tanglefoot Bomb does not. A Tanglefoot Bomb says on a direct hit... This leads me to believe that Tanglefoot Bombs do not deal damage but Grease Bombs, Smoke Bombs, ect all do.
