Simple question... Can you use Magical Talent to meet the pre-requisite of Arcane Strike?
My gut is telling me "no", but only because Arcane Strike's verbiage contains "spells" in the plural.
Prerequisite: Ability to cast arcane spells.
If you never have a CL, then obviously this would never add more than 1 damage.

In order to be an arcane or divine spell something has to be a spell -- which spell like abilities are not. Spells have components, spell like abilities do not, spell like abilities are standard actions unless noted otherwise, spells have casting times. Spell like abilities are mental actions (meaning you can take them while paralyzed for example) spells generally are not (though could be).

Paralyzed: A paralyzed character is frozen in place and unable to move or act. A paralyzed character has effective Dexterity and Strength scores of 0 and is helpless, but can take purely mental actions.
Paralysis A paralyzed character cannot move, speak, or take any physical action. He is rooted to the spot, frozen and helpless. Not even friends can move his limbs. He may take purely mental actions, such as casting a spell with no components.
