Can these rules be used to resolve regular social encounters? (I'm thinking similar to the way SOIAF RPG does it)
I don't know what SOIAF is, but you can use them to resolve social interaction between two or more parties. So doing an argument is possible, but you could also do a debate between three people, or a court case even a senate hearing. The rules are very flexible for social situations.
Sorry for not explaining, I was talking about the Song of Ice and Fire RPG (Green Ronin). My main curiosity would be if basically this functions as "social combat" mechanics (specially since is something I've been wanting to find/make for a while).

Nice review End and because of your review this will go in my cart. I was "debating" picking this up. I was like you, is these rules needed? I felt a good set of rules would be nice but that a good set would be hard to pull off. Glad it looks like Louis did pull it off. So hopefully next month I will be picking this up now.
Essentially, whether you need these rules depend on if you have court/Thing/martial assembly/two generelas vs. another/etc.-rules or not. If you have rules for that - awesome! If you don't - this is a GREAT start. But if you're into complexity like me, you'll (need to) expand these rules.
Are these very different from Dynasties and Demagogues? That's a book that probably translates to PFRPG fairly seamlessly.
Dynasties and Demagogues was the inspiration for the original Debatable Actions we did with OGL 3.5 but we modified what they did. This new Pathfinder version is a modification of our OGL 3.5 version we did, so if you liked the system that Dynasties and Demagogues did, you will love what we did with Debatable Actions.
