No. Dipping in oracle means you're taking on a Curse that will never improve with monk levels, gain no significant boost to Saves/BAB, and delay all progression on the Sohei by a level.
All of this in order to:
A: Always act in a surprise round - This can be accomplished at a far lesser cost by investing in stealth and perception.
B: Potentially higher initiative rolls - Grab the "Improved Initiative" feat. If you're still desperate to boost initiative, take "Additional Traits" and grab the initiative boosting traits. If you want to go insane and have the 13 Charisma for it, grab Skill Focus (Knowledge) and then grab Eldritch Heritage to pick up a familiar. Composognathus boosts initiative by +4, and if it's in arm's reach, gives you +4 to perception
Sohei already improves initiative in ways that don't really interact all that well with War Sight, especially if you go all the way and reach the Level 20 Capstone.
This is all before even considering how MAD such a character concept could be.

Well here's a separate question. When you multiclass in two classes with 3/4 BAB do they stack to improve BAB? Example: You're a level 1 Monk and you take a level 1 dip into Oracle do you advance your BAB as if you're level 2 for either of these and now have a +1 BAB? Curious because I've heard of people doing this and this does happen for Flurry of Blows (albeit that's a different thing).

RAW: No. You determine the BAB you get from your class levels separately, then add them, same with Base Saves.
As a house-rule: it certainly takes a lot of the sting away from some multi-classing options.
