According to the bestiary

"NPC Gear" indicates the monster has treasure as normal for an NPC of a level equal to the monster's CR.

So in the case of a goblin does this mean it has level 1/3 NPC Gear?

The problem I'm having is that there are no entries on the NPC Gear table for NPC's lower then first level.

It seems some people would give a goblin warrior 1 (like the goblin from the bestiary) 260 GP of treasure, as a 1st level NPC. Others say a CR 1 encounter of 3 goblins yields a total of 260 GP (APL 1 treasure value from Gamemastering rules).

Which is correct?

I FAQed, but I don't feel this makes the disagreement clear.

The goblin treasure says:

Treasure NPC gear (leather armor, light wooden shield, short sword, short bow with 20 arrows, other treasure)

Which means to me "This is the likely equipped gear, and in addition they have other treasure that is not equipped"

Others say it was intended for the "Other treasure" to be gear. One example being giving the goblins of magic oil and alchemist fire to use during the encounter. And such additions are presumed part of the normal expectations, and can't be considered for adjusting CR or difficulty as they are assumed part of the build by the Devs.

Both sides agree gear can be changed and swapped. And both sides agree you can change treasure to gear if you like. Where the disagreement comes in is if equipping extra gear (particularly single use disposable items) should be considering when discussing difficulty or CR.

Correct me if I have misstated the positions.


You have not misstated the disagreement from the other thread, but that's a broader issue. I posted this to highlight the question asked by thejeff.

Whether treasure should take the form of useful equipment or even just a pile of coins, regardless, this question remains.

"Do creatures with NPC class levels and no racial hit dice, with the NPC Gear listing, recieve NPC Gear according to their class-levels, or according to their CR?"

And if the answer is "According to their CR.", then:

"How is this handled in the case of creatures below CR 1, being that Table: NPC Gear begins at Level 1 and has no entries for fractional levels."

Hope I framed the question in a way that's clear, let me know if I should rephrase that.

It should have proportionally less. If a CR 1 creature should have 260 gp, a CR 1/2 creature should have 130 gp, while a CR 1/3 creature should have 86 gp. In fact, they should probably have less gp than that since they're mooks anyway. Up to the GM.
