Organized Play generally does not make content but does make decisions based on their campaign setting and playability, along with some public relations decisions. See Campaign Clarifications or some older Blog posts.
I don't think they will change RAW domains. PF1 content is a done deal and they've moved on to PF2.
There have been three waves of changes to PF2 to date... likely designers will have to make the change (rather than OrgPlay staff). Sometimes PF Blog precedes published content.
