That seems...to be of rather limited utility.
Also, it's never described as being a bonus or extra reaction. Since everyone always gets a reaction when rolling initiative, this could be interpreted as a drawback rather than a bonus (that is, you get your normal reaction, but can only use it on Guardian abilities).
It's like when two abilities say "you gain fire resistance 5." Unless an exception is explicitly called out, you don't get fire resistance 10, just 5.
