Most any PDF tool can add text to PDFs despite the protection - e.g. browsers such as Chrome or Edge, or Adobe Acrobat Reader (free version works fine).
But many GMs use RPGChronicles.net, especially online, to generate Chronicles with far less manual labor. See here.

It's the system to accommodate users without accounts. No, it's not going to show you someone's contact information because you claim that it's yours.
Only the logged-in GM or that specific logged-in user can see or edit that. That's a good thing. It's a little bit of extra safety that probably isn't necessary, but it's nice that they thought it out.
But now I'm not even sure what you're asking for. You can use it as a sign-in sheet and have the players fill it out, or you can do it yourself to just automate filling out Chronicles. Why are you filling it out and then giving out the link after?

I've only ever seen it used in game shops where players waste 15 minutes scanning a QR code, creating new accounts/signing in, and filling out lengthy forms--where someone will inevitably mess something up.
Compared to the 15 seconds it takes to write your Society ID number on the sign in slip.
I wasn't aware that the GM could do it all themselves on the app prior to this conversation.
