Hello everyone!
Quick question regarding Organized Play. I’m running my first scenario for a group of friends and the scenario took longer than expected so we called a break around halfway through. Before we reconvene, one of the players asked if he could buy a buckler and attach a shield boss to it using crafting. He owns a steel shield with a shield boss on it so it would require him transferring it over. We are using pregenerated characters as required by the scenario.
Currently, the scenario has the players in a settlement of greater than 5000 people, this portion of the adventure is specifically being run as downtime activities with a time component (each activity costs the characters 1-4 hours and the time spent is tracked with various consequences for excessive time used), the character in question is trained in crafting, and the character does not have any sort of crafting tools in his inventory (or access to them I’m assuming, considering they’re far from Absalom and the Grand Lodge). How should I handle, and what’s legal for organized play?

Here's my thought. If this is the scenario that I think it is, there are NPCs in town who have the skills and the tools to do this. Your player can hire those NPCs to do the job.
I believe the scenario has two mandates: build / repair and influence / make friends. So have your player do this on a day when he's trying to socialize with the NPCs instead of a day when he's trying to build / repair stuff. Oh, and tell him to buy those tools after this scenario so he has them for stuff like this!
Since this is your first time GMing, I will cheerfully tell you that I love that scenario, but most Society scenarios run half as long! Don't feel bad about this one running overtime.

I don't think it's 1-18, HMM. Pregens are required in a 5000+ settlement far from Absalom. It's likely 1-00.

GM: just let Valeros buy a new boss and buckler for the 1.5 GP total (pregen should have ~5gp) and attach it to his shield with the standard 10-min DC 10 crafting check. These things would be super easy to find.
Generally when you're unsure in PFS it's OK to err on the side of fun and to keep the game moving… especially a minor situation like this that's not going to unbalance things. This is a very easy accommodation you as a GM can make to help your player have agency.
