I believe it's tied to the generic 'explosives' stuff in the CRB, hidden away under "Detonators." If you succeed on the check to determine weak points, and set explosives there, your explosion would ignore half of the explodee's hardness.
Beyond that, I don't think it has any greater mechanical rules components other than what's on the lid: it's literally just determining structual weak points. Still lots you could do with that narratively, though. Just like passing a Perception or Sense Motive check, what you do with that info is up to the narrative context, you, and the GM.
