Velika:

The midnight Lions were not the only Iraen tribe associated with a lower plane, nor where they the only one to make use of the Caerni collapse.
From the boundary of the green heart forest and the Dragons teeth mountain range, the infernally aligned Steel Wolfes invaded and overrun the kingdom of Velika, citing unpaid mercenary wages.

Velika now has a rigid hierarchy, with the invading Iraens at top, and the native Caerni at the bottom, although a Caerni displaying sufficient skill and loyalty can certainly reach the upper middle classes.

The Steel wolves value steel and smithing highly, and make ample use of Velikas conquered industrial capacity to arm its soldiers.
Even the more or less Caerni slave troops are relatively well armed, although rated as unreliable in battle. During a clash between Velika and neighbouring Rodna, in the context of the Velikan attempted invasion of Lyria, the Rodnan strike forces managed to assassinate the "infernal emmissaries", a term used for Velikan taskmasters, causing the defection of an entire Velikan Brigade to the Rodnan side (followed by a surprisingly succesfully operation by the Rodnans to evacuate nearly 25% of that brigades descendents to Rodna, before collective punishment would claim them).

Velika is generally rated as more powerful, conventionally speaking, then Rodna, and is a contender for a "top 5" kingdom, however, it is deeply unpopular with all of its neighbours, and the hold its Iraen overclass has over its restive Caerni population is tenuous.

Velikan Iraen are not quite as misogynistic as their infernal masters, as the 4 queens of hell all have relatively high positions of worship, with Mahathalla and Eiseth being quite popular amongst the Caerni underclass, but it is a society that is highly stratified by both sex, race and class.

Population: Iraen Humans and Thieflings, Caerni Humans.

Lyria:

Formerly known as the Grey Death, this tribe of Iraen worshipped, in the Caerni empire times, the horsemen of the apocalypse, Appolyon in particular, and made ample use of terror raids and biological warfare to put a stop to the Caerni Warmashine, which had little interest in allowing Daemon worshippers to exists anywhere close to its borders.

After the Caerni collapse, and event known as the "glorious party" happened. While shrouded in mystery, in a single night, the Daemon worshipping head priestesses disappeared, and the cult of the green mother took hold, almost instantly.
Soon after, the tribe renamed itself into the "Green Death" and initially aligned itself with the midnight Lions.
The manner in which the Green death came to control the petty kingdom of Lyria was perhaps the most "benevolent" of the 3 Iraen kingdoms.

Faced with the prospect of being enslaved by the Velikan warmashine, Lyria formally became a vasall of the Green death instead, believing, incorrectly, that this would recruit the forces of the Green Death to their side, and also call in the Green Deaths allies of the Midnight Lions. The Velikans invaded anyway, but were beaten back by an essentially 3 sided alliance, alas, Lyrian forces took the brunt of the assault and were in no position to oppose Lyrias eventual annexation by the green death.
Terms however were benign. The Green death makes little differentiation between Caerni and Iraen, the Lyrian nobility is still mostly intact, and taxes are relatively low.
Lyria boasts a high number of fae touched humans, as do the grey death who count a fair number of direct fae amongst their ranks.
It is weaker then either Velika or Rodna, and allied with the latter.

Population: Humans (many fae touched) elfs, fae, thieflings.

@GM: Are you open to "flavoring" a certain combination of traits as a race? Specifically, I am referring to Aasimar/Tiefling, who gain a variety of physical traits (nonfunctional wings, cloven feet, fancy shadow, ...) - could a certain "set" of those traits be a "race"? No mechanical change from the base race is intended, just if, say, a race with "unusual light", "feathered forearms", "feather hair", "Feathered wings" could then be some antropomorphic birds race(akin to Tengu, but I just used that for an example).
What I mean is that there could be a whole population with exactly those features, and not necessarily a extraplanar heritage - and they could have a history/culture by themselves. (even if mechanically they would still be native outsiders/Tiefling/Aasimars). If you have two parents of that race, you are a member of that race. If you have one parent and one of another race, all the regular racial tomfoolery happens.(or they can't crossbreed in the first place). But nothing with "you have to have some powerful extraplanar being in your lineage to be able to be a member of this race"-stuff.

Update, Human electric/air Kineticist so I don’t step on too many toes with the fire. Cha and Int will be dump stats because of upbringing, but will start pulling from Druid/Ranger kits to show their spiritual merging of nature and the elements.

One more question: How will snatching stuff with Character Build Points work?
To be more accurate in my questioning, I was thinking about needed requirements - you mentioned PRC's - would we have to qualify for a PRC to take something from it?
What about classes? If my Oracle wants to go after the Paladins juicy Divine Grace or Lay on Hands, will it have to be Lawful Good, or follow fitting tenets?
Specifically, will we already need to take care during the build process to not 'block' us from certain options in the future?

Atokay Katan:
The Atokay Katan is a secretive organization that teaches survival and martial skills to dispersed nagaji who choose to live their lives outside of Nagajor in any of the many kingdoms that arose after the fall of the Carthi Empire.

There is no central organization of the Atokay Katan. It is more a communal tradition that recognizes that, in much of the world, nagaji are a minority that humans see as bestial and alien. The Atokay Katan is a commitment to educate nagaji with the skills they need to survive and prosper. The specific traditions taught by the Atokay Katan vary from region to region and from teacher to teacher. Many successful nagaji samurai, ninja, martial monks, slayers, and others have risen from their ranks. In return, these skilled nagaji commit to teaching others of their race and to reasonable obedience to their teachers.

The wider world may be familiar with this nagaji organization, but its lack of centralized authority and structure make it hard to know for an outsider, which only adds to the mystery that surrounds the nagaji people.

Many nagaji leaders and elders have a keen interest in the cause of the fall of magic considering how the event affected the nagaji's relationship with the naga. Many nagaji fear the return of magic while others hold out hope for such an outcome. Both perspectives want to know the cause of the fall, and they seek any signs of the return of magic. These nagaji have a ready source of skilled explorers and investigators in the Akotay Katan, and so many of its members have made excursions to the Vault of Ashes, the remnants of a fallen sky city, or other places of interest. Now that the mists that have surrounded the Isle of Icari have dissipated, it is not uncommon to find a nagaji adventurer joining an expedition into the island's interior.

Well, doesn't look good.
I did have my character mostly ready by last thursday, but OP is gone since last weeks Monday. Of course, there could be some reasons for that, but few where he can't pop in and leave a 2-liner letting us know he'll be unavailable a while.

My hopes are sinking, fast, but would've been fun to play with the lot of you. Very interesting concepts, you had there.
