I'm assuming that they weren't level 1, and were higher leveled but depowered when Lowls sacrificed them. What would be a reasonable level for the PCs to have been at when working for/enslaved by Lowls?

I think they would be around level 7 based on the reflection fights at the end of book 3. They may have been lower level when first purchased/started working for Lowls.
