Are the spells that NPC cast under the Tactics: Before Combat already reflected in that NPCs stats or do I need to make changes to the stat block to reflect the spells cast before combat?

I've found it very inconsistent (at least in the hardcover). So I check to see if the "Before Combat" spells have already been factored in or not and adjust my notes accordingly.
