Just wondering, as the example is a lillend, and the template seems mainly meant so players can fight creatures that are normally always good. That said, I could see a REALLY evil ruler (such a demon lord) punishing a follower by turning it into a broken soul.
In canon, yes. There's a broken soul version of a failed minor villain in an AP.
