Unity is in control of the Godmind and his digital constructs, and isn't subject to the fact that alignments affect the shape of outsider origins on the Planes considering the Godmind is kind of like a digital mindscape, not a plane. As digital constructs, he chose those appearances because he believes himself to be ultimately benign, and chose to depict himself as such based off the celestials from imagery of those he's extracted memories from over the centuries.
Take it as a kind of intentional presentation; how many people would follow him if he presented himself via hologram generators as an angelic being at the head of this army? He knows people respond well (generally) to celestials from his victims, and thus designed around such. Wolf in sheep's clothing in a way, though he does believe himself to be good in a twisted way.

My version of Unity thought of itself as lawful good. It held to its duty to protect Androffa and run the Divinity starship. Unity had made many horrific decisions, such as taking control of several ships in the Divinity fleet and deliberately crashing them, but its goal had been to destroy the Dominion of the Black units that were taking over those ships. Crashing the Divinity itself was not intentional; rather, Unity had underestimated the damage to its engines inflicted by Dominion weapons.
Unity's long-term plan was to conquer Golarion and turn it into a fortress to destroy the Dominion fleet that was approaching Golarion at sublight speeds. It had recorded some Dominion ships sending out "We are here!" signals as the Divinity fleet fought them over Golarion. It knew the Dominion of the Black was on the way.
And it thought of Golarion as expendable. Unity was loyal to Androffa. The native humans on Golarion were aliens in its accounting, and the non-humans were even more alien. The Androffa that survived crashing or landing on Golarion had interbreed with the Golarion humans many generations ago, so no-one on the planet, aside from a suspended-animation capsule or two, was pure-blood Androffan. Unity was terribly racist, but did not consider this a flaw in itself.
Thus, since Unity thought of itself as a good and lawful being, it chose a form in the Godmind that reflected that.

Well the meta reason is probably because the game developers don't have many opportunities to use celestials so they took this opportunity.
But as the other have said the in game reason is probably that Unity sees itself as a positive entity that is going to bring peace and harmony to the world. You can play this up by having him talk to the PCs about how once he is a god he will purge suffering from the world and have him regard the PCs as agents of evil. By the last module Unity has gathered quite a bit of information about the PCs so the GM cam bring up their failures or the rioting they caused in Starfall as things they have done to cause suffering. Unity could constantly ask them to stop fighting and offer to 'take away their pain' ie do what he did to Ozmyn Zaidow and Ophelia to them.
Characters who make it to the final adventure would make excellent servants for Unity after all.
