How is it decided whether a good petitioner will become an angel (which can be any good alignment) or one of the other three types (each of which is a different good alignment)? I was thinking only the best people become angels (as they are more powerful than the other three races for the most part,) and the rest of the good people become the other kinds.

Angels in 2nd edition are the primary neutral good celestial. Archons are a "secondary" neutral good one, in the same way divs are "secondary" to devils, or qlippoth are "secondary" to demons.
What determines what outsider a petitioner becomes varies, but a huge influence is who the person worshiped in their mortal life. As an angel, Sarenrae's petitioners usually become angels, for example. The mortal's personality and their living legacy also play into things.
You don't have to be "best" to become an angel.

Archons are generally lawful good, angels neutral good, and azatas chaotic good. It's certainly possible to have a celestial that's an unusual alignment, and that's particularly not uncommon for angels.

So, are Agathions no longer that prominent in P2?

Agathions are still prominent in 2nd edition (which is to say, as prominent as before, but less prominent than angels). We just haven't had the chance to publish their 2nd edition stats yet. We'll get there eventually.

What does "best" mean?
I meant the most strongly good-aligned mortals (I guess I should have made that part more clear), also, I always thought it would be better if angels weren't made from petitioners like the other celestials but were either made directly by the gods or just spontaneously formed on good-aligned planes.

I suppose the "Archons" was meant to be Agathions, right? They are the secondary NG celestials, and the Archons are the main LG celestials.
