So when can a character legally wear Hellknight Plate? (According to the Hellknights).

It's a level 2 item, but an Arminger can't wear it.

Can they wear when it they pass the test, but before they take the Hellknight Dedication Feat at Level 6, or must they take the test and take the feat?

The Flavor text seems to imply they are eligible as soon as they pass the test. (Feat not required).

In short, a Hellknight armiger can wear Hellknight plate anytime, but needs to earn a set of armor to wear.

An armiger typically gains their armor after passing the Hellknight Test and becoming a full-fledged Hellknight. In-world, an armiger becomes a Hellknight after passing the test and does not require taking the Hellknight Dedication to be considered a Hellknight. Once you pass the test, you're in!

In terms of mechanics, there are only two things limiting anyone from wearing Hellknight armor:

1. They need to be trained in heavy armor. (Technically, by the rules you can wear whatever armor you want, whether or not you're trained, but you won't get the full benefits if you do.)

2. The need some way to get Hellknight Armor. Hellknight plate is uncommon because only Hellknight orders have access to the armor. Anyone outside of the Hellknights will have a hard time finding the armor and will probably earn the ire of the Hellknights if they do get their hands on it.

In terms of stories, the most likely way that an armiger gets their Hellknight armor is as a reward for completing the Hellknight Test. There may be a rare case where an armiger receives the armor because of unique circumstances, such as being granted the armor by a dying Hellknight, but those would be rare and something you decide at your table.

Thanks the "Hellknight Titles" for Arminger on the Character Guide page 79 seemed to imply that an Arminger couldn't wear it because they weren't yet full members. Passing a test makes you a Hellknight and no longer an Arminger regarless of level or feats. Thanks!

So is it still possible to be a member of the organization and not take the dedication feats?

Kinda like how a Dragonlance character could be a wizard or a knight of solamnia and not take levels in the PRC?

Correct.

you just don't receive the mechanical benefits.
