This wide leather belt grants you a +1 item bonus to Athletics checks and increases the amount you can easily carry. You can carry Bulk equal to 6 + your Strength modifier before becoming encumbered, and you can hold and carry a total Bulk up to 11 + your Strength modifier.
Activate (Two Actions Interact) - Effect You lift an object of up to 8 Bulk as though it were weightless. This requires two hands, and if the object is locked or otherwise held in place, you can attempt to Force it Open using Athletics as part of this activation. The object still has its full weight and Bulk for all other purposes—you just ignore that weight. The effect lasts until the end of your next turn.
So can you throw the object? Let's say a bulk 8 rock (40 - 80 lbs, depending on how you rule it according to bulk rules if I read it right..) If you can throw it, 20 foot range? And then there would be damage?
Seems silly that it would lose all momentum after leaving your hand...

This is one thing that PF2 doesn't do well. Weight in proportion to damage. As far as I know there aren't rules for directly determining how much damage a flying object of x weight does.
Look at Telekinetic Haul. It allows you to move a Massive object up to 80 bulk. What happens if you drop that object on someone?
Well, they take damage as though a creature fell on them. That is to say, the height of the fall divided by 2. After they make a save that is.
So the answer is, as much damage as the GM allows as far as I can gather.
Edit: For clarity, that is the answer for any "improvised weapon".
If you attack with something that wasn’t built to be a
weapon, such as a chair or a vase, you’re making an
attack with an improvised weapon. You take a –2 item
penalty to attack rolls with an improvised weapon.
The GM determines the amount and type of damage
the attack deals, if any, as well as any weapon traits the
improvised weapon should have.

Bulk is my least favourite thing about 2.0
At first I liked it for simplifying things, but once we dug in it seems to actually over complicate things as bulk is largely subjective and gets even more so as things get larger.
Now for the issue at hand, have you ever tried to throw a feather? We can pretend that the lifting belt is negating mass, this means that there's no inertia to keep the object moving. The instant the object is released, it regains it's mass, but at the same instant it's inertia is tested against air pressure and it instantly stops, and then gravity pulls it to the ground. Hopefully not on your foot.

I think you're clearly in DM fiat here.
Personally, I would allow it to do some damage, citing rule of cool. I would also keep the damage reasonably low, because the item is only level 4, and not it primary function. Maybe d(bulk) that is random damage up to the bulk of the item thrown, and requiring 2 actions to pull off (lift and throw).
As far as real world physics go though, I think Levi has the gist of what is likely to happen. Granted physics usually assumes mass is constant (except at near light speeds) so doesn't model changing masses well.
Lifting a rock to the edge of a high building and dropping it on someone is a completely different situation.

My line of thinking was it was 2 actions to activate and lift, another action to throw (attack action), this would also help reduce shenanigans.
The problem with the feather analogy is the part that reads-

It still has all its mass if you swung it and hit something (like say a telephone pole wielded like a staff), or toss it like a spear. The object is not weightless in itself in your possession, you simply ignore the weight...
I guess a fast rule off the cuff would be more like range 5 or 10 at best (throwing 2 handed sucks, unless you Olympic hammer toss I guess). Make the damage 1d6 per 15 pounds and the critter gets a basic reflex save vs the attack roll? Want to make it something, but not too good it becomes standard. Although I can see doing the whole Thor thing and setting it on something and saying "don't move!"...

Oh sure. Lots of 1-man companies sprouting up using a combination of automation technologies and ChatGPT to put ads out there in various places. A friend of mine is doing it too and was trying to explain to me how it all worked, allowing him to earn an extra thousand dollars each month for doing practically nothing.
I've seen a number of posts lately that make me think "that's not a real person, but an AI."
