There is debate on that due to the fact that both wordings replace the 1 language gained from a rank in Culture with 2. RAW suggests the answer is no. RAI could easily be yes.
There was a previous thread on essentially the same question as Copaxi also effectively have 'multilingual' with the same wording. There was not a official clarification.
The answer: Expect table variation.
I suspect in a short time there will be people posting to rehash that debate. It will be fruitless on their part, but they likely will nonetheless.
