2E - Upgrading items

If I wanted to upgrade an item to a more powerful version, do I pay the difference or buy completely new.

For example,
I buy a Ventriloquist's Ring at level 3 for 60gp.
I am now level 9 and want to buy Greater Ventriloquist's Ring.
Do I pay 670gp or 610gp?

You can upgrade weapons and armor by paying for runes, but that's about it.

No, I am NOT level 9.

This was an example. I chose an item which has 2 grades and gave the levels you could acquire them. I wanted to to know that if I bought the first ring at level 3 (which is close), at level 9 would I sell back for 1/2 price, lose all value, or would I upgrade with full value.

It appears that I will lose half the value of the first version so the cost would actually be 30gp for the out of pocket first ring sold back(lose 1/2 the value) and 670gp for the second ring

Until the rules come out about upgrading lesser to greater, it seems like selling and repurchasing is the way to go.

Now their still some debate about upgrading runes on weapons and armor, which needs to be clarified. However, there's already a few blogs about that and do no want to start another one.
