Proficiency and access are different. While most character options that grant access also grant Proficiency, not all of them do (Gnomes aren't automatically Trained in all of their racial weapons, for example).
If your Ruby Phoenix Enthusiast was a Fighter, though, for example, you'd gain Proficiency through your Class, and could gain access via this Background. Would be neat for a Samurai-themed Fighter, actually.
(off-topic, but you know you've typed a lot of Pathfinder references into your phone when "Phoenix" is the next suggested word after typing "Ruby", Lol)
