Age of Ashes Hellknight Hill / rule question [spoiler potential]

I'm looking for a spoiler on rules support for one aspect of the adventure.

I heard somewhere, and now I can't remember where, that

Spoiler:
Hellknight Hill has, as an aspect of the adventure, a fortress for the PCs to own/operate.

If you've received your copy already, can you give a rough overview of what sort of rules support that aspect has? My group is interested in running an adventure using those sorts of rules, and my debate is between waiting for another publication that will give those rules, or dipping into Hellknight Hill in order to get those rules.

Not in Hell Knight Hill, but it is a part of this adventure path. Hell Knight Hill is an intro to the bigger picture.

Yes, I know about Kingmaker, but that's not out until 2020 - looks like a solid purchase though, doesn't it!

I have a question regarding the scale of maps.

If you compare the scale of the map for the Town Hall Encounter with the scale of Citadel Altaerein it seems off.

The town hall is almost as big as the width of Altaerein...

Did anyone notice this or am I missing something?

The town hall is big; the main room is enormous.

The town hall is big; the main room is enormous.

I'm measuring 210 feet at the widest north-south part of the Citadel and 145 for its full east-west depth (from the wings to the front door). The main room of the town hall is 145x90 feet, which is ginormous (and assuming the scale bar on the Breachill map is accurate, is larger than building in one dimension). Citadel Altaerein fits comfortably within Monument Circle.
