A lot of the spells provide good ideas.
Control vermin (termites). You kill tree we destroy your homes. Nature will reclaim the wood you stole.
Wizard of Oz those homes. Control weather/ Control Wind /Air elementals
What is taken from the earth shall be returned to the earth. Earthquake
Curse Terrain for actual biblical plagues.
When you see the light you may have the day back. Curse of Night
Any number of thematic punishments depending on what you call. Jackel for deceit for example. Call animal
Drought no trees will grow. Sea of Dust
Blood mist writes itself.
summons forth a misty cloud of rust-red toxic algae. Any creature within the mist is coated by it, turning the creature the same reddish color. All targets within the mist gain concealment. Any creature within the mist must save or take 1d4 points of Wisdom damage and become enraged, attacking any creatures it detects nearby (as the “attack nearest creature” result of the confused condition).

15. Earth elemental assassins. Druids take advantage of earthglide and the general strength of the earth elemental form in order to perform hit and run attacks on the targets. Expect blast spells to come out of nowhere if the party wizard attempts to take 15 minutes to prepare any anti-burrowing spells.

16. Nature itself is turning against the town of Civilizatia. Animals attack its citizens, the weather is always horrible, and local gardens wilt to nothing. Turns out a sect of sneaky druids have been sneaking into town at night, creeping up on unsuspecting sleepers, and poking them with nature's exile.

Well, the Druid could just cast Defoliate or Control Vermin and direct an Ant Swarm to be really destructive to fields
The Druid uses Control Vermin on a termite swarm and destroys a village outright. A Termite Swarm could completely end a logging operation by destroying all the logs the lumberjacks harvest. (Ninja'd by Grandlounge!)
17) The Druid uses his or her knowledge and other skills to formulate recreational drugs and becomes a drug dealer.
18) The Druid turns Druidzilla and ravishes the people through melee.

31) A Druid takes up residence in the sewers of a major city and begins making a "druid nuke" in secret. She starts growing fields of soporific-spored mushrooms throughout the sewers underneath the city, and once the mushrooms are fully grown, her plan is to release the soporific spores all at once to make every citizen above fall into a deep sleep. Anyone immune to the sleep will be dealt with by Fluffy, her big adorable bear animal companion.

36) The druid Earth Glides through the floor via wild shape, and deposits some slime all over the mill's saws/basket weaving tools. It might be dangerous green slime, or it might just be leftover cud. Either way, it's still gross.
37) Wild shape/wild empathy-led pigeon or seagull bombing run. Look at your precious statues now, and weep!

38) The blight druid kidnaps and kills some of the mill workers animating them as host corpse zombies(termites) that are told to "go back to work and wait". Rinse and Repeat as needed to put a stop to the operations. From the operator's perspective workers are showing up to work and just standing around not doing anything. When someone tries to convince them to start working or to leave they turn violent. The first death is thematically horrifying.
39) The mill mysteriously burns to the ground. Magic seems to be involved but none of the surrounding plant life is even so much as scorched (see firestorm).
40) Domesticated animals have gone mad. Animals used to power and/or guard the mill have begun attacking their handlers (see atavism).

44. A high-level druid is absolutely fed up with the logging operations of a major city and its smaller ancillary townships. This druid makes use of (depending on your level) Control Weather, Earthquake, Siege of Trees, Whirlwind, Tsunami, and World Wave. She starts with the ancillary townships and is on an unmistakable path to obliterate the major city.

Oh, was I supposed to say "ravage" instead of "ravish?" Oh well, either word works: take your pick.
