I have a quick question about this AP. I am a player and we are just starting the second book and I was wondering if the way my GM is running it is actually how it was written or if he has a case of "adversarial GM syndrome"? It seems that almost every fight we have that is outdoors is difficult terrain that the enemies ignore. I was just wondering if that is really how it is written because it has been my experience with APs that they usually don't screw a party over quite that much on a regular basis.

It depends on the enemy. Something like winter wolves and frost giants are not actually said in the rules to ignore snow, but given their write-up it actually makes sense that they do. The human soldiers often are wearing snowshoes which reduces the effect. That said, if the GM doesn't let you take a five-foot step with snowshoes, then the enemies should not either.
There are also potions that the NPCs often have on hand to let them move through difficult terrain. They may be using these, and you thus don't get that equipment. And in an ambush situation, they would see you and prepare accordingly, thus not losing actions.
When you get into Winterthrone, the snow will be compacted in most regions and not be as big a problem. After that... it will be problematic again but you'll likely have spells and effects to help you deal with the snow.
