I would say so since you have to kill a bunch of slaves and trap their souls in the aluum.
Yes, generally murder and soul trapping are pretty good indications that something is evil.
There isn't anything to indicate that building an Aluum is more evil than sacrificing the same number of slaves and trapping their souls for any other purpose though.
