I've tried to keep up with this board and read every post, but I'm sure I've missed some, so if this suggestion has been posted before, it can be safely ignored.
As regards the "discrepancy" in population, it is easily resolved. I consider the population figures in AP 32 a maximum number allowed by the blocks of buildings. A full district (listed as having a pop of 9000, I believe?) can support up to this number, but could be significantly less (look at Fort Drelev's over-building).
Just a thought, if anyone needs a reason as to why the cities in the AP have less than the population they "should". (I know James and the rest have stated that population figures don't actually matter to the campaign, but just in case...:)
