Does this qualify you for human traits such as Varisian tattoo in legal PFS?

Yes, so long as the source you're using doesn't have what's colloquially known in PFS as a "race restriction clause".

The Advanced Race Guide and Goblins of Golarion have such a clause, but Varisian Tattoo does not.
