Is there any class/archetype/feat that let's you change the stat for meeting the Strength 13 prerequisite of power attack. Dex or Cha would be preferable. I try to go for a dex based pali of Shelyn.
The usual suspect - piranha strike - doesnt't work for the glaive. Str 13 might just be acceptable but once I go further in that feat tree I might just as well have gone for a Str build.

two levels of ranger. Or slayer.
That way, you can grab a style feat, and you do not need to meet the prerequisites. Two handed style has power attack.
I am sure there are other classes/archetypes/bloodline whatevers that give power attack, but this is pretty much the most straight forward method.
And personally, I don't think 13 str is too much of a waste. For my str builds, I usually grab 14 dex (even if I go with heavy armor- because it is the stat for combat reflexes on reach builds). So it is just switching my usual str/dex expectations for me. Heck, I even get another couple of points since I only spend 3 to get 13 but 5 to get 14 in a point buy.

Once you go for pushing assault you already need Str 15. That about as much as I planned to have dex wise before racial mod.
I'm not sure what else is down that road as far as str prerequisites go and I already plan for three levels of UC rogue and the bladed brush feat to make dex work for to hit and damage.

I have a way to make pirahna strike work for a glaive? Buy effortless lace (giant hunters handbook) and apply it to the hilt of the glacier. Glove can now be wielded as a light weapon and thus pirahna strikes.
Effortless Lace can only be applied to a one-handed weapon, which a glaive normally isn't. I'd be surprised if using an undersized glaive (small if the paladin's medium, tiny if small) is workable for C-K.
In the event that you want power attack as a prereq for something, the guarded charge feat may be able to substitute. If you're after extra damage (more likely I guess) then caster's champion or elemental strike might help. Or you could aim for spear dancing spiral - quarterstaff master - weapon spec., but that's a lot of feats. Though with quarterstaff master you might possibly be able to make use of effortless lace.

One level of Gendarme Cavalier lets you grab Power Attack without meeting the feat's requirement if I'm not mistaken. Gives you a mount too if you were going for a mounted build.
Gendarme Cavalier says nothing of feat taken without the needed STR....

The vigilante talent "Shield of Blades" has no requirements, and gives you Power Attack as a bonus feat. It's silent on whether it actually works if you don't fulfill the prerequisites, though.
Beyond that, Monks get bonus feats that explicitly ignore the prereqs. There are three archetypes (Hamatulatsu Master, Hellcat, and Ironskin Monk) that add Power Attack to the list of bonus feats at various levels.

Perhaps my intent was a bit unclear. So I'll elaborate a bit.
We'll have 15 pt buy, so I try to get away with Str 10. I want to put the points in dex, con and cha for my glaive wielding pali of Shelyn.
I'll start with something martial for weapon proficiency and weapon focus glaive. Then with 3 levels of UC rogue and the "bladed brush" feat I get a finessable glaive with dex to damage. This part is well cared for :-)
For dex builds there is piranha strike as a substitute feat for power attack. This only works for light weapons though, not helping here.
To qualify for power attack you need BAB 1 and str 13. The next feat in line is pusging assault calling for str 15.
Is there any way to circumvent the str requ?

Do you also want to take Pushing Assault, then? That wasn't in the original post.
For Pushing Assault:
The only way I see is 2 levels of Ranger or Slayer, and using either the Faithful (Lamashtu) or Two-Handed weapon style.
For Power Attack:
Several options have been mentioned.
*2 levels of Ranger or Slayer (but if you want both this and Pushing Assault, it'll take 6 levels)
*Possibly the Vigilante talent Shield of Blades
*Several monk archetypes, with varying level requirements.

Not explicilty but I did mention the feat tree with higher requirements.
Still I obviously wasn't clear enough, sorry for that.From what I see now there might not be rules available to make the build I was looking for.
The dex based route is still not well supported in PF and perhaps making me jump through to many hoops to actually work for me this time.

It's working perfectly well.
What you're overlooking is that going dex-only gives you large bonuses to armor class, reflex save, initiative, and skills. So there is a tradeoff for that, and that is that your base damage is going to be a bit lower. You can't expect two different ability scores to have the exact same effects.

There are ways, just not (m)any a Paladin can use without sacrificing way too much.
Ranger/slayer is the obvious one, two-handed style will give Power Attack and a few more (pushing assault among them) while ignoring prerequisites, so it's probably your best bet.
We don't have a faithful style for Shelyn that I know of, sadly.
Then again, rangers are divine warriors too, so depending on what you want out of the paladin, you might be able to make it work for you ? Maybe ?

Perhaps the biggest challenge for me is that I try to cram way to many elements into on build :-(
This would have
Reach
Dex melee
Paladin
And some fluff choices
I'll perhaps have to rethink what I'll be able to achieve with a single character going to ~level 16
But don't worry, I'll be back with more questions
