It seems right. There's a big gap between 1-handed advanced weapons in CRB - goes from Level 1 Assault Hammer at 1d6 analog no crit effect, to Level 7 Fangblade at 1d12, Bleed 1d8.
Seems like that weapon at level 5 slots more or less in the middle of that (I think Critical Wound is one of the higher-rated crit riders).

From what I've seen in play so far, you don't pay for any but the most important replacements in things like weapons and armour. You loot your way up the progression and pay for cool cybernetics, mods, miscellaneous tech gear, magic toys, etc. Maybe get a better weapon once in a while if it'll be a big jump and you can afford it, but doing that sort of upgrade isn't typical.
A weapon like this isn't for spending all your cash on at the store. A weapon like this is for snatching off the downed body of your foe and then having some fun with a marginally better new toy than you used to have.

Yeah, I think it's clear from blog posts, the 10% buyback, and comparison with Pathfinder that players are meant to loot their way to cool stuff. In Pathfinder loot never really mattered, we ran WotR and walked around the tunnels at the beginning with twenty polearms and chain shirts waiting to unload them to buy stuff that actually was useful.
Starfinder seems like it wants the players to use the stuff they find. Weapon feats apply to entire classes of weapons, so you aren't penalised for switching to an axe instead of a sword.

It is, but most weapons are, especially in the intermediate ilevels between progression increases. A lot of level 2 weapons are nigh-indistinguishable from level 1 weapons, but are 3 or 4 times the price. The ilevels system is a Diablo-esque mess of a money sink for marginal progression, and doesn't interact well with the setting or specialization/class damage mechanics.
