The Starfinder Society Roleplaying Guild requires all members to have the Starfinder Core Rulebook and the Starfinder Society Roleplaying Guild Guide (this document).
You're also expected to be familiar with the FAQ and the Campaign Clarifications, although you aren't required to bring them to game.
Edit: Before anyone jumps on me, of course this requirement is going to be relaxed for new players, which is all of us at this point. It's still the requirement, same as with Pathfinder Society, and you should look at getting the CRB as soon as possible if you decide this is a game you enjoy.

I also imagine once the Starfinder Reference Document goes up this may shift a little. A Core Rulebook is definitely necessary for everyone prior to a public, open source core rules reference point.
I don't. As I pointed out, this is the same rule that is in place for Pathfinder Society, a campaign entering it's 10th year. If you are still expected to own the CRB for the PFRPG after this long, I don't see it changing once the SF SRD goes live.

Potentially stupid question but are races that are legal for play in PFS legal for play in SFS? I have Advanced Race Guide among other official books. Is it possible to create a kitsune solarion for SFS play?
Only the races in chapter 3 of the Starfinder core rulebook (Android, Human, Kasatha, Lashunta, Shirren, Vesk, Ysoki) are legal without a boon.

A few things:
1) We're working on getting the SFRD webpage up, which should help alleviate some of the issues with players researching information.
2) The Core Rulebook requirement is standard. However, I would execute some "Reasonable Judgement" with regards to new players. Obviously someone who's never heard of the game shouldn't need to have to purchase the Core Rulebook to play a demo. Also, please don't power game my use of the term "Reasonable Judgement", this is NOT an excuse to break the rules laid out in the guide, just a clarification for how to handle new players.
3) Pathfinder Society boons / race boons are NOT permissible for use in Starfinder Society Organized Play. In order for a boon to be valid for the Starfinder Society Roleplaying Guild, it must have the correct logo in the top left corner of the Chronicle.

Considering that some stores end up with a game distributor that run out of the CRB, it' hard to except players to have the book.
A digital copy is always acceptable. And with the rules of being allowed to show proof of purchase and use the PRD, there should not be any way a player does not own the book in some fashion.

Please pay attention to what the rules in the guide actually say before you start getting all defensive about things like this. Everytime someone mentions digital options, they shouldn't have to caveat their statement with what the guide says about all the options.
There are tons of ways to "own" the book that aren't onerous on the player and accommodates almost 100% of all reasons why someone might not be able to or want to own the physical/digital book.
But you can't please 100% of the people, because there will be some people that just don't want to spend money.
