Closing Locations and Difficulty

I have recently bought S&S and have just completed Plunder and Peril. However, I have found the scenarios very easy and even though in the scenario I just completed(The Black Flag) I decided to add an extra location and it was still extremely easy.
So this is my question:
Can you close a location at any time (obviously following the rules of closing the location on the location cards themselves) because I just close the locations as soon as I possibly can and finish the scenario "like that". In the rule book it says at the back you can close a location if there are no cards but it also says that you need to banish remaining cards which definitely suggest otherwise which is very confusing.
If I am following the rules then are there any ways to make the scenarios more challenging?

You can get an opportunity to attempt to close a location one of two ways:

1. Near the end of your, if the location deck is empty, you may make one attempt to close it.
2. If a card gives you an opportunity. This is typically from defeating a henchman. This is where the part about banishing any remaining cards is relevant.

So, you are indeed making the game way too easy.

You also automatically close a location where you defeat a villain, without the need to perform the "when closing" action. Banishing remaining cards is relevant when this happens as well.

To reiterate: the default rule is that you can't attempt to close a location. You can only attempt to close a location if something *tells you you can*.

1. Defeating a henchman CAN grant an attempt, but doesn't always (read the henchman).
2. If your character is at a location that has no cards in the location deck, then AFTER your Explore step has completely ended, you have 1 free attempt to close the location.
3. Defeating a villain at a location closes the location (no closing attempt is necessary).

Note the fact that #2 happens after your explore step means you can't close an empty location, use a power to move to an open location, and then explore the location.

In #2, "one attempt" means you can try once. If you fail, you can't try again till your next turn.

Remember also that if you summon and encounter a villain or henchman, that summoned card does not let you close any locations. For example, Shark Island has you summon and encounter a Hammerhead Shark henchman at the start of your turn. Defeating the Hammerhead Shark does not let you attempt to close Shark Island. You must find the actual villain or henchman in Shark Island and beat that card.
