When you start a thread with a title like "my players are at it again" it implies a certain level of antics that you, as the GM, are unhappy with. If that's not the case, then fair enough, but it's difficult to read tone over the internet. Perhaps a more direct title like "What would this cost?" would eliminate the confusion.

That being said, I agree with all the posts to date that the generic algorithms for making magic items result in a cost that is too low. Rule #1 on custom magic item creation is to model it after an item with similar powers. The Ring of Three Wishes has a set value, set cost, and a fixed number of uses, but allows anyone to use it. A 3.33x multiplier of the ring value seems appropriate for the a staff with 10 charges, and the rechargeable value of the staff can be considered offset by the lack of class restrictions on a ring.
