This one from RPG Tinker is very good, Donjon also has an OK one + they can be combined (traits from Donjon, stats from RPG Tinker). I wish they would make an offline one available, some sort of CLI-script I could call from TeX since I usually DM w only paper & pencil at the table.

This is a pay-what-you-want PDF with a variety of NPCs
Whether they're good or not is a matter of taste, of course. Nonetheless, for what it's worth, I've used a few of them and have been happy with the actions available to the NPCs I've used and the chosen stats.

I think with NPCs the freedom can be almost paralysing at first and balancing is entirely the responsibility of the DM/adventure writer.
I start from the point of view of what do I want the character to do, then find equivalents that already exist in the rules and just add them together.
Pretty much any Npc can be built by taking the core NPcs in the players handbook or monsters manual and adjusting them, adding monster or class abilities and increasing/decreasing Hp and equipment.
I guess the reason there isn't as much out there is that it isn't a necessary part of the game, unlike a Pathfinder Npc that can take ages to calculate and stat up if a higher level.
