Skipping craft magic armor caster level prerequisite

Magic Item Creation wrote:
The DC to create a magic item increases by 5 for each prerequisite the caster does not meet. The only exception to this is the requisite item creation feat, which is mandatory.
Creating Magic Armor wrote:
Creating magic armor has a special prerequisite: The creator's caster level must be at least three times the enhancement bonus of the armor.

Can you skip the special caster level prerequisite (increasing the DC by 5) when creating magic armor?

I don't see why not. Any prerequisite other than "Craft [Item Type]" can be skipped. "Special" doesn't mean "unskippable".

It's one of the grey areas. My group has always played the only absolute must have is the feat, the rest can be circumvented with the increased DC. It is not unbalancing to interpret it that way.

IIRC, current ruling is no, it can't be bypassed. Only requirements from the "construction requirement" description of an item can be skipped, as far as I know.

That is why it is grey. The whole "when is a prerequisite not a prerequisite" issue. With SKR noting that they devs are looking at working on the crafting rules it will hopefully soon be definitively clarified.

I personally hope the RAI is that you can't skip it. Since it is only one prerequisite, skipping it would only increase the DC by 5 regardless of what the prerequisite caster level is.
