Is the Veil Spell the Most Overpowered Illusion in the Game?

What can Veil do? What can't it do? Turn an army of hundreds into an army of fruit flies, or better still, an army of invisible stalkers. It lasts an hour per level, plus however long you concentrate.

As-written, Veil has no real limitations other than the problems with illusions at later levels. Is this intentional?

You would have a hard time turning an army of hundreds into anything - the spell effectively effects a 30 foot diameter sphere (all targets must be within 30 feet of each other).


Point. Around sixty, then, though it could easily be cast more than once if you're willing to settle for just 1 hour/level.


As 6th level spell, I would say that is right on in terms of power. Up until the moment a creature makes an effort to interact with any target of the spell, the illusion is perfect. That group of fruit flies is going to be completely believable up until someone tried to touch it. And even then, a creature that fails their save will rationalise why they felt a person, or however you want to flavour it. But basically yes, there are few limitations outside of having to make the creatures look like another creature.
